1. the provision of expanded opportunities for paid employment: the rise in the number of small businesses has led to job creation.
2. Politics a government strategy of deliberately providing increased employment opportunities, as by advancing projects that require a large number of workers to undertake them, at a time when such projects may otherwise not have had priority; usually part of a policy for dealing with recession.
